Motor Vehicle Crash with Entrapment and Injuries
MANCHESTER, New Hampshire – On August 8, 2023, at approximately 6:45 a.m., Troopers from the New Hampshire State Police Troop B Barracks along with Fire and Medical Personnel from the Manchester Fire Department responded to the report of a single vehicle crash on Interstate 93 North at mile marker 19.2 in the city of Manchester. A witness reported that the vehicle hydroplaned while driving in heavy rain and exited the right side of the roadway where it struck a tree.
As Troopers arrived on scene, they found a white 2011 Chevrolet Express van up against a tree with four occupants inside, one of which was entrapped. Three of the four occupants had injuries ranging in severity. The driver was identified as Limi Sabdiel De Leon Can, age 33, of Lynn, MA and he sustained minor injuries. The front seat passenger was pinned inside the vehicle with suspected serious injuries. After being extricated by the Manchester Fire Department he was identified as Wilson Damian Ramirez Garcia, age 29, of Lynn, MA. Two additional passengers were positioned in the rear of the van, unsecured and not in seats. These individuals were identified as Bernard Kennedy Escobar Barrios, age 30, of Lynn, MA who sustained minor injuries and Elian Margarito Hernandez Ramirez, age 23, of Lynn, MA who sustained no injuries.
The New Hampshire State Police was assisted on scene by the Department of Transportation, Manchester Fire Department, and AMR Ambulance Service as the right lane was closed for approximately two hours during this incident.
Speed for the existing conditions of the roadway appears to be the primary contributing factor in this crash, however, it remains under investigation.
