On March 20, 2024, the Seabrook Police Department requested assistance from the New Hampshire State Police regarding a theft investigation involving several Town of Seabrook Department of Public Works (DPW) employees. The alleged thefts were discovered during a routine audit of purchases made by the employees.

Following a thorough investigation, at approximately 7 a.m. today, Oct. 4, 2024, State Troopers assigned to the Troop A barracks arrived at the Seabrook DPW facility and arrested Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, all of Seabrook, on felony charges of theft by deception and fraudulent use of a credit card.

All of those arrested were released on bail and are scheduled to appear in Hampton District Court on November 14, 2024, at 8 a.m. Immediately following the arrests, State Troopers also executed two search warrants which resulted in the recovery of items related to the investigation.
