Driver Arrested for Traveling 128MPH During Traffic Enforcement Initiative

SALEM, New Hampshire - On the morning of March 8, 2024 the New Hampshire State Police Special Enforcement Unit and members of the New Hampshire State Police Troop B barracks utilized the State Police Aircraft to conduct a traffic enforcement initiative on Interstate 93 in the town of Salem.  This effort was conducted in response to the overwhelming increase of speeding and hazardous driving behavior in the area. 

During the operation, Troopers stopped a total of 56 violations; 21 of those were for operators traveling over 90MPH, 7 were for operators traveling in excess 100MPH as well as several other motor vehicle violations, including following too closely, use of mobile device, negligent driving, and move over law violations.

At approximately 8:13 a.m., Trooper Thomas Lombardi of the Special Enforcement Unit was monitoring northbound traffic from the State Police aircraft when he observed a vehicle traveling at a very high rate of speed as it was passing other traffic in the area.  Trooper Lombardi measured the speed of this vehicle to be 128MPH.  He then radioed down to Troopers on the ground and the vehicle was stopped by Trooper First Class Scott Garton.  The operator was identified:

Age: 48
Lawrence, MA

Carter was arrested and charged with Reckless Driving and is scheduled to appear in the 10th Circuit District Division Salem Court on April 18, 2024 to answer to the charge.

Motorist traveling on the New Hampshire highways can expect to see initiatives like this being conducted throughout the State in response to the increasing number of traffic violations and crashes on New Hampshire highways. The use of state police aircraft allowed troopers to effectively monitor and enforce traffic laws from above, resulting in a significant reduction in reckless driving and other dangerous behaviors.

The New Hampshire State Police Special Enforcement Unit is a specialized unit that focuses on enforcing traffic laws, promoting highway safety, and reducing the number of crashes on New Hampshire highways. The unit is equipped with the latest technology and tools to effectively monitor and enforce traffic laws, including state police aircraft.  The unit will continue to conduct similar operations throughout the State to ensure the safety of all citizens on New Hampshire highways.
