Multiple DWI Arrests

Bow, New Hampshire – On November 27, 2022 at approximately 3:20AM, Trooper Zach Bilotta was monitoring traffic on Interstate 93 in the town of Bow. While doing so, he observed a vehicle approaching his location at a very high rate of speed. Trooper Bilotta obtained a radar reading of 120 MPH as the vehicle approached and passed him. After stopping the vehicle, Trooper Bilotta identified the operator as Jacob Hulsoor, Age: 25, Dorchester, MA.

After a roadside investigation, Trooper Bilotta placed Hulsoor under arrest. Hulsoor was transported to the Troop D barracks, where he was bailed and released on his own personal recognizance. Hulsoor was charged with Aggravated Driving Under the Influence, and was ordered to appear in the Concord District Court at a later date. This was Trooper Bilotta's second DWI arrest of the night.

Earlier in the shift, Trooper Bilotta had conducted a motor vehicle stop on a vehicle that had been traveling at 100 MPH on Interstate 93 in Concord. Trooper Bilotta identified the operator as Lionel DeSilva, Age: 47, Merrimack, MA.

After a roadside investigation, DeSilva was placed under arrest for Aggravated DWI. He was transported to the Troop D barracks, where he was bailed and released on his own personal recognizance. DeSilva was charged with Aggravated Driving Under the Influence, and ordered to appear in the Concord District Court at a later date.
