Saturation Patrol Results - Seacoast Area

SEACOAST AREA, New Hampshire - On the evening of Thursday, August 17, 2023, through the early morning hours of Friday, August 18, 2023, Troopers assigned to the New Hampshire State Police Troop A Barracks in conjunction with Troopers assigned to the New Hampshire State Police Special Enforcement Unit and the New Hampshire State Police Drug Recognition Expert (DRE) Unit, participated in a high-visibility DUI Saturation Patrol in the seacoast area to include, but not limited to, the I-95 corridor in Rockingham County and the Route 16 corridor in southern Strafford County. This initiative was funded by the New Hampshire Office of Highway Safety and the National Highway Traffic Safety Administration (NHTSA) and allowed for a larger contingency of Troopers to focus on traffic enforcement along major corridors in the seacoast area. As a result of this collective enforcement effort by Troopers, a total of 140 traffic stops were conducted, resulting in the issuance of 15 citations and 127 warnings for various motor vehicle infractions.  In addition, 10 individuals were arrested for various offenses as follows:

During the operational hours of this saturation patrol on August 18, 2023, at approximately 1:23 a.m., Troopers participating in this effort responded to a report from concerned motorists of a wrong-way driver on Route 16 in the City of Dover, New Hampshire. While responding to this report, Troopers encountered a 2016 Jeep Grand Cherokee, being operated by Donald P. Mulligan Jr., age 47, of Dracut, Massachusetts, traveling in a northerly direction in the southbound lanes of travel of Route 16 in the vicinity of Exit 9. In an effort to mitigate the risk to the motoring public being that the Jeep was traveling toward oncoming traffic on the highway, Trooper John Harris, of the New Hampshire State Police Troop A Barracks, positioned himself near Exit 9 and utilized tire deflation devices, successfully deflating two of the tires on the Jeep. Moments later, the Jeep came to a stop on the shoulder of the highway at which time Trooper Harris, assisted by other Troopers, converged on the location of the Jeep and subsequently arrested Mulligan Jr. without further incident. Further investigation revealed that Mulligan Jr. was impaired. As a result, Mulligan was charged with Reckless Conduct (Class B Felony) and Driving Under the Influence of Liquor (Class B Misdemeanor). Following processing at the Strafford County House of Corrections, Mulligan Jr. was issued on personal recognizance bail pending an appearance in the Strafford County Superior Court on a date and time to be determined by the court. Based upon his level of impairment, Mulligan Jr. was retained in protective custody at the Strafford County House of Corrections.

The New Hampshire State Police would like to encourage all motorists to make safe choices prior to getting behind the wheel and remind everyone that the problem of impaired driving is a preventable one. If you are a member of the motoring public and observe a suspected impaired driver, call 911 immediately and be prepared to provide your exact location to include street names and highway mile markers, a plate number and description of the vehicle involved, along with the details of your observations.
