Vehicle Pursuit and Arrest

MANCHESTER, New Hampshire – On December 19, 2023, at approximately 11:15 p.m., Trooper Moran of the New Hampshire State Police Troop B barracks stopped a vehicle for speeding on the Exit 1 off ramp on Interstate 293. As Trooper Moran made his initial approach to identify the driver, the vehicle fled onto S. Willow Street where a brief pursuit ensued.

The suspect vehicle turned into the Mall of New Hampshire access road driving on the wrong side of the road. The suspect vehicle crashed into another motorist as the driver was making a left turn to enter the mall parking lot. The suspect vehicle spun out of control and collided with a stopped vehicle on the other side of the intersection.

Two male suspects bailed on foot from the vehicle running in the direction of the mall. Trooper Moran was able to apprehend the passenger shortly following the crash. The driver of the vehicle was taken into custody in the vicinity of the Macy’s building without further incident after surrendering himself to other Troopers and a K-9 team moments later.

The driver was identified as Avian Farrell, age 21, of Manchester. The passenger was identified as Ra King Santiago, age 18, of Manchester.

Upon learning the identities of the parties, Troopers found that both Farrell and Santiago had multiple warrants. Both were held on preventative detention as a result of the warrants and new criminal charges to include Reckless Conduct, Disobeying an Officer, and Resisting Arrest. Farrell and Santiago were transported to area hospitals to receive treatment for injuries sustained in the crash. The other motorists involved were not injured.

Farrell and Santiago are scheduled to appear in Hillsborough Superior Court later this morning.
